France: Offshore wind development takes off

Paris/Freiburg/Berlin – On January 25, 2011, after several months of delay with respect to the scheduled target date, President Nicolas Sarkozy has announced, for the month of May 2011, the launching of a Call for Tenders concerning an offshore wind energy development project. All tenders should be submitted before November 30.

The Call for Tenders concerns five development zones (Le Tréport, Fécamp, Courseulles-sur-Mer, Saint-Brieuc and Saint-Nazaire), with a total surface area of 533 km2, and represents a maximum capacity of 3 000 MW or one-half of the amount announced for offshore wind energy development by 2020 within the framework of the European commitments undertaken by France in the area of renewable energies.

Tender selection, to be made during the first semester of 2012, shall take into account the following criteria:

- the price of electricity ;
- industrial (financial and technical) citeria ;
- existing uses and the environment.

In weighing the above criteria, greater importance is given to the quality of the industrial plan. Whereas industrial criteria represented only 15% of those factors taken under consideration for the Call for Tenders in 2004, technical and financial capacities count for 40% of the balance in 2011. The importance of other criteria therefore had to be decreased, the price dropping from 60% to 40% and the environment and use conflicts from 25% to 20%.

A consultation shall be launched in February 2011 to finalize the clauses of the call for tenders. The participating parties shall have until February 28 to address their contributions to the General Division of Energy and the Climate (la direction générale de l’énergie et du climat).
