IWR: Klimaziele werden mit dem Kyoto-Modell nicht erreicht
Münster (iwr-pressedienst) - Vertreter aus 35 Ländern haben auf dem Petersberger Klimadialog in Berlin über den internationalen Klimaschutz beraten. Das Ziel, die Erderwärmung unter zwei Grad Celsius zu halten, wird nach den Erfahrungen aus den Klimakonferenzen der letzten 10 Jahre nicht erreicht, teilte das Internationale Wirtschaftsforum Regenerative Energien (IWR) in Münster mit. "Die Grunderkenntnis ist die, dass der im Kyoto-Protokoll verankerte direkte Verpflichtungsansatz zur CO2-Begrenzung im Ergebnis nicht funktioniert", sagte IWR-Direktor Dr. Norbert Allnoch. Selbst der langjährige UN-Klimachef Yvo de Boer hält das Kyoto-Protokoll mittlerweile für "tot". Statt einer nicht akzeptierten Begrenzung der Emissionen kann eine Vereinbarung über die Umsetzung eines Investitionsmodells in saubere Energietechniken einen positiven internationalen Wettbewerb auslösen. Allnoch: "Ein grünes Investitionsmodell mit wirtschaftlichen Anreizen wird zu einer deutlich höheren Akzeptanz führen und kann gleichzeitig dazu beitragen, die weltweiten CO2-Emissionen zu senken."
Für das Jahr 2010 erwartet das IWR beim weltweiten Ausstoß klimaschädlicher Gase einen neuen Rekordwert. Im Jahr 2009 sind die globalen CO2-Emissionen gegenüber 2008 wegen der Finanz- und Wirtschaftskrise auf 31,1 Milliarden Tonnen (t) zurückgegangen (2008: 31,5 Mrd. t). Im Vergleich zu 1990 (22,7 Mrd. t) ist das ein Anstieg um 37 Prozent. "Nach einer ersten Schätzung für 2010 könnten wegen der Erholung der Weltwirtschaft weltweit erstmals mehr als 32 Milliarden t Kohlendioxid ausgestoßen worden sein", so Allnoch.
