IWR : Le modèle de Kyoto ne permet pas d'atteindre les objectifs climatiques
Münster, Allemagne - Des représentants de 35 pays différents se sont réunis dans le cadre du dialogue climatique de Petersberg à Berlin afin de débattre du sujet de la protection climatique internationale. Il résulte des expériences accumulées au cours des conférences climatiques des 10 dernières années que l'objectif de maintenir le réchauffement à un taux inférieur à 2 degrés Celsius n'est pas atteint, précise l'Institut IWR pour le secteur des énergies renouvelables. "En effet, l'approche obligatoire de la limitation des émissions de CO2 liée au protocole de Kyoto ne semble pas fonctionner dans la réalité", souligne le Dr. Nobert Alnoch, Directeur de l'IWR. Le responsable climatique principal des Nations Unies Yvo de Boer considère également le protocole de Kyoto comme "mort". Le remplacement de cette limitation non acceptée des émissions par un accord sur la mise en œuvre d'un modèle d'investissement dans les technologies énergétiques propres pourrait ouvrir la voie à une concurrence internationale positive. Clairement : "Un modèle d'investissement vert très attractif sur le plan économique conduirait à une acceptation bien plus forte et pourrait simultanément contribuer à la réduction des émissions mondiales de CO2."
Pour l'année 2010, l'IWR s'attend à un nouveau record des émissions de gaz nocifs pour l'environnement. En 2009, la crise financière et économique a engendré un recul des émissions globales de CO2 par rapport à l'année précédente (31,1 milliards de tonnes en 2009 contre 31,5 milliards de tonnes en 2008). Si l'on compare cette valeur à 1990 (22,7 milliards de tonnes), l'augmentation est de 37 %. "Selon les premières évaluations, la reprise de l'économie mondiale pourrait faire que nous dépassions le chiffre de 32 milliards de tonnes de dioxyde de carbone pour l'année 2010", précise encore Allnoch.
