Climate protection requires relaunch: Investment instead of limitation

Muenster - The Doha Climate Change Conference has concluded with a minimum outcome. The Kyoto Protocol has been extended until 2020. However, only the EU member states, Australia and some smaller countries will participate in this. It represents a total of only about 15 percent of global CO2 emissions (2011: 34 billion metric tons), IWR, a Muenster-based renewable energy institute reported. \"The Kyoto Protocol is no longer living up to its obligations\", stated IWR director Dr. Norbert Allnoch. \"Global climate protection needs new foundations: The endless discussions on limitation have to end and be replaced by talks involving all countries on investment in climate-friendly technology that actually prevents CO2\", Allnoch continued.

Investment instead of limitation: The CERINA plan
Such a global approach to investment already exists and has been developed by the IWR – the CERINA plan (CO2-Emissions and Renewable Investment Action Plan). This concept provides for CO2 emissions in the individual states to be linked to investments in climate-friendly plant technologies. As the global rates of increase in CO2 emissions are known, the necessary investment can be calculated backwards, so that the rise in CO2 can be compensated for. It will then be possible to determine the investments for each country according to the source and transparently via the standardised theoretical cost. The higher the CO2 emissions, the greater the investment.


Background information on global CO2 emissions
In 2011, Global CO2 emissions – at 34 bn metric tons (2010: 33.2 bn metric tons) – again reached a new record level. This is an increase of 50 percent on the figure for 1990 (22.7 bn metric tons), the base year for the Kyoto Protocol.
In the period from 1965 to 2011, energy-related global carbon dioxide emissions caused by mankind already rose to a total of 1,030 bn metric tons, according to IWR calculations. If the current pattern of annual CO2 emissions is extrapolated until 2020, the total emissions arising from man’s use of fossil fuels will have increased to almost 1,400 bn metric tons of carbon dioxide over less than 60 years.


Background information about the CERINA plan
The CERINA plan was developed by the IWR in 2009 and, unlike the Kyoto limitation model, represents an investment approach to stabilising and cutting global CO2 emissions. The underlying idea: The higher a country’s CO2 emissions, the greater the investments to be made in climate-friendly technology. By means of a standardised theoretical CO2 cost, the investment to be made is determined transparently depending on the level of a country\'s emissions.
