国际再生能源经济论坛：京都模式未能达到环境目标
来自35国的代表在柏林彼德堡环境对话会议上共同商讨国际环保问题。国际再生能源经济论坛 (IWR) 在明斯特宣布：根据过去10年环境会议的经验，将地球升温值控制在2摄氏度的目标是难以达到的。IWR主席Norbert Allnoch博士说：“众所周知，京都议定书直接规定二氧化碳排放限额义务的做法从结果上看根本无法奏效。”
连多年担任联合国环境秘书长Yvo de Boer也认为京东议定书当前已“死”。比起不被接受的排放控制，一个关于转变清洁能源技术的投资模式更能引发良性国际竞争。Allnoch说：“在经济利益驱动下的绿色投资模式明显会被广泛接受，同时也可能会对降低全球二氧化碳排放量产生积极影响。”
2010年国际再生能源经济论坛认为全球有害气体排放总量将达到峰值。2009年受金融和经济危机的影响，全球二氧化碳排放量较2008年减少到了311亿吨（2008年：315亿）。这一数值与1990年相比（227亿吨）则增长了37%。Allnoch说：“根据初步预测，受全球经济复苏的影响，2010年二氧化碳排放量会达320亿吨。”
